Does Brainstorming Work?

In my experience, brainstorming in large groups does not work. Instead of generating ideas, people are busy shooting the ideas down. We’ve tried that before, but that will never work; there is no money in the budget, etc. You get the idea. I have had much more success in smaller groups, two to three people.
